Phone not compatible with main NZ frequencies

I have been after a basic 4G wifi hotspot phone for a while. After a previous Nokia order from ebay Australia turned out to be an incompatible American phone, I checked with Tech Surgeon before purchase if this one would work. The reply was "Yes, the Nokia 2780 Flip supports the 700MHz band for 4G". However after then ordering the phone- turned out it didn't work on the local 700MHz band, and further checking on gsmarena.com turned out this phone was not compatible with most NZ mobile frequencies, and like the earlier Nokia- appeared to also be an American model.
Pretty disappointed at being mislead by Tech Surgeon, and pissed off I had to pay shipping bothways- $22 out of pocket and hassle of returning the phone because of it. I warned Tech Surgeon about this incompatibility issue, but they are still trying it on selling this phone in NZ without any warnings that it will only work on a few cell towers in urban areas and Not nationwide.
